One, it's because our stat...Ohio does that as well. One, it's because our state constitution is set up stupidly. This is something our Republican held houses promised to fix eight years ago (but they had to help their insurance company friends first). Two, it's to avoid a court challenge. I have difficulty voting for issues I agree with just because they're set up this way.
