Or more specifically any little unexplained piles of sawdust?<br /><br />Give the "nest" a jab with something sharp and see if you see any larva or eggs or more importantly, you know, termites - like little pale ants.<br /><br />But, it looks like a fungus. And in your climate, especially with the rain, that's the most likely. Could be a mold colony too, but it would be a big one. Damp, darkness (like the underside of a deck) and rotting wood, perfect incubator for fungus. <br /><br />And if it is a fungus, the wood underneath is rotting. The rot can be stopped, if it has not gone too far, with a two part epoxy (sold at home depot or lowes specifically for fixing rot). However, if it's a deck plank, I'd replace it, because really, you don't want compromised planks in a deck and replacing a plank or two is cheaper than the Epoxy.<br /><br />Bottom line, speaking as a wood worker, if you're getting fungal growth on the wood, your water proofing and anti-fungal treatments are long gone.
